After three months of paperwork and six months of construction, the FRA’s Green Grass Home was launched in Poipet, a northwestern Cambodian city near the Thai-Cambodian border, on June 28, 1999 to serve as a refuge for homeless children of the war-devastated country.

1.The Green Grass Home is Open to：
The Green Grass Home has provided shelter for homeless or poor children aged between 6 and 15 who had begged or wandered the streets in the Thai-Cambodian border area. Upon reaching adulthood, or 18, these minors will be able to return to their hometowns or seek employment, depending on their will.
2.Educational Opportunities：
Believing that poverty is the root of many social problems and that education can reduce if not eliminate poverty, the FRA has arranged that all the Green Grass Home children can attend a Khmer-language elementary school. As nearly all the beneficiaries had very little schooling before, some began the elementary education as first-graders at the age of 11 or 12.
To give those underprivileged minors fishing rods, not fish, the FRA puts great emphasis on not only mainstream school education, but also vocational training. As all the Khmer-language public elementary schools close at 12 noon, the Green Grass Home has had its children attended voca-tional training sessions in the afternoon. The FRA relocated another home operation it had oper-ated in Sisophon to Poipet in September 2003 to enlarge its vocational training operation.
In addition, the FRA has also arranged for home children to learn to do the domestic chores, such as working on vegetable plots, pig-raising, sun-drying rice grains and husking, in an attempt to equip them with fundamental skills of living.
Besides giving its residents opportunities of schooling and training, the FRA has provided them with after-school leisure activities. It has also arranged for the children to spend some time in their original homes or relatives' homes during the New Year holiday. The home has taken them to temples to pray during the Festival for the Deceased. It has also organized activities marking other local festivals to enable the poor minors to also gain cultural and upbringing experiences as had been enjoyed by children from ordinary families.
3.Home-Returning Settlement Plans：
The FRA will seek to have those reached the age of 18 and have completed basic education and vocational training to move out to live on their own or return to their original families. It provides them with allowances to help them start new lives. The FRA also maintains regular home visits with former residents to check on their living conditions.
By December 2011, the FRA had cared for 122 children. The ratio of boys to girls was roughly 2:1. Two-third of the residents were orphans, and the remaining were either children from poor, sin-gle-parent families or with both their parents suffering from chronic illness.
Thanks to improved social conditions and national reconstruction in Cambodia, fewer children live at the FRA Green Grass Home now then when it was first established in the days following the end of armed conflict in that country 10 years ago. The facility now mainly offers temporary accom-modation to vocational trainees who are especially poor or live far from the FRA home.
